Alright, when we want to talk about the Japanses and Korea, then you must analyse why they are so successful. Answer is simple ... one word only. Hardworking!
The Japanese and Korea are hardworking as compared to Malaysian. Just recall when your last visit Govenrment department to have somthing done, how long had you been waiting? 3 hours? 5 hours? one day long? or even "kua besok datang balik".
In Japan and Korea, I think you do not have to wait so long or even you can get those things done online.
If you want bahasa Malaysia
(note: not bahasa Melayu because if we say bahasa Melayu, it does include the Indonesia language which have difference language standard and style of writing. If we compare the British Englsih and American English, the difference is lesser. These 2 languages already established in term of theirs linguistics, as well as literature field) to be popular, then you must have following tasks done:
1) Malaysian must be hardworking. (think about the Government department, how they work, and I hope you are not working in Government department)
2) Malaysian must be effecient in their work.
3) Malaysia must be a leader in IT filed, for example.
4) in short, Malaysia must be good almost in everything.
If not, then you need to get the reference / resources which you do not have. How you get the reference / resources? Yes, reading! What you read? Read DBP's books? If you do so, then you'd better don't read.
Yes, answer read the English book, get their technology (technology transfer). Can you read English books using bahasa Malaysia? If you can, then you'd better give us the formulae then we all can learn from you.

Don't blame the Government. They have their point when they said so. How much information can you get in Malaysia language through the Internet?
If you look ta the local news paper website, which one is the best? Berita Harian? Utusan Melayu? or TheStar? or Chinese ones, Sinchew, Nanyang, etc.
Just admit the fact that something wrong with Malay (I am not racial when I say so).

Yes, the Japanese do not speak English because they can do so. They can say 'NO' to Englsih because their economy, their culture (hardworking), their spirit of work.
Can Malaysian say 'NO'? How many population of Malaysia? Compared it to Japan, and have a deep think on it? If you have basic knowledge on economics then think the basic theory on demand and supply.
In future or even now, I think China can say 'NO' to Englsih as well!
