dynamic IP -- when you connect to Internet, an IP address will be assigned to you. If the IP address changed every time you reconnect, then you are having dynamic IP. Dial-up connection get dynamic IP.
In other hand, Static IP is the IP address assigned to you that does NOT change(even disconnect & reconnect). The IP address is for you and only you.
dynamic domain name system(dynamic DNS) allow you to host a webserver using dynamic IP. Example of Dynamic Domain Name System are no-ip.com and dyndns.org.
Normally a webserver must have a static ip address, so that other server can find your webserver.
Dynamic DNS is a solution for user who has dynamic IP to host a server. The Dynamic DNS will update your dynamic IP so that others can reach your server through the system.
