Firstly, make sure both PC can ping each other's IP.
I assume you mean the "connect" here is share files? Make sure you have Samba client installed and configured correctly at RH.
Also, at WinXP network place, click "add network place". It will search for the PC in network... if cannot find RH, nvm. Manually type: \\RH\ (assume RH is your RH PC name), and it will list out the share folder in RH(hopefully)
