1. Yes, I have heard of "allocated bandwidth" before. And I'm glad that you heard of it as well. What does allocated bandwidth means? Allocate is to distribute according to a plan or set apart for a special purpose whereas "allocated bandwidth" is the bandwidth distributed according to a plan set by the provider.
Since you understood allocated bandwidth, I wonder where does the unlimited bandwidth come from now?
2. I don't exactly know how much bandwidth you are getting from Webvisions, but I did get quotation from them before. The most bandwidth plan they are offering is only 100Mbps shared but not dedicated. Even a 100Mbps dedicated comes with a limit, let's forget about 100Mbps shared.
3. Yes, fairly simple. I hope you can read the rules before you start posting.

Yes, a good question. Do you know that all the servers will be on Webvisions' "100Mbps shared" racks if they do not charge you by the bandwidth allocated? As I said earlier, the 100Mbps comes with an end and the more servers are sharing it, the less amount of bandwidth you receive for each the servers.
Furthermore, Webvisions is considered a large provider in Malaysia and most of the servers are on their network. They aren't really operating in a small scale with just a few servers in it.
