No, the datacenter has to handle DoS. Different datacenters have different way of solving it. Big datacenters have enough peers to make sure that their whole network will not be affected by DoS on your server whereas small datacenters will usually take strict solution by solving DoS attack -- disconnect your server from their network.
For a managed server, usually they will arrange an admin to help you trace back the logs & help you verify who is the DoS (although it is not helpful) but for unmanaged server, you have to do everything by yourself.
Even for a managed server, you have to read their service level because not all datacenters cover all the services. Some provide only half of the service of another company, although both define it as Managed Service.
Finally, you can judge whether a server is managed or unmanaged from its pricing. It is significant enough to spot it. But I can tell you frankly that US$90/month won't get you any managed server. Also, you can email the provider to ask them whether the server they are offering is managed or not.
