Well, the answer is yes and no The one they are offering for free is the Limited Free Version whereby 1 author is limited to 3 weblogs (MT supports multiple blogs). The one you have to pay for is the Developer Edition allows for unlimited authors to unlimited number of weblogs. You can see the details here:

But really, you don't need the Developer Edition unless if you are a hardcore blogger who owns multiple blogs, like me. That's why I am using the old MT 2.661, not the latest MT 3.0 and above
