The only reason why domain registration service provider can offer you such a dirt cheap domain registration fee is, they will convince you to sign up with their other hosting or add on services which from there they will be able to cover the domain registration cost which they need to "subsidies" by offering $2-$3 registration.

Also, by selling domain at $2-$3, they don't have to do any other commercial advertising, the word will spread on its own, in another word, they use their advertising and marketing budget to subsidies the domain registration fees.
