Of course PR can drop and increase accordingly. It won't go static. Maybe your fren's blog has lost some of its inlinks or maybe cos of any other reason. But it's up to you to keep that PR once the PR increases. But what i'm stating here is how the domain i'm selling there has reached to certain recognition, with it being indexed on search engines and stuff, so it's handy to grab the domain.
