I wondering bout the below case...

let say i bought a domain via overseas services such as namecheap or godaddy and set the name server to our local my hosting server.

in case of submarine cable snap like the case happen before and the outbound traffic are distrupted. Does it affect our domain and coz distruption to it?
Will our local websurfer still be able to access our domain even if the domain is managed oversea server such as namecheap and godaddy?

if its a .my domain then local websurfer will have no problem... but wondering bout overseas registered domain...

hope someone could shed some light on me on this issue???
