This is not necessarily the case. Just because the server has 400+ websites does not mean it is overloaded. You will need much more detail on what types of websites they are and how much resources they are using etc before you can say the server is overloaded. You can have a server with just one or two or a few websites with heavy usage which could overload a server. At the same time, a server with hundreds of simple websites may not overload a server.
