To the parent poster, you can have a read at www dot mynic dot net dot my on the procedures and documents needed to register a government domain. Once you have a domain, you can sign-up for Google Apps for free webmails (with POP and IMAP). I'm not sure what are the legalities involved since you will be applying for a government domain. You'll have to find out with Google yourself about that.
