Right click and view the source ... the anchor tag will have the attribute
rel='external nofollow' or
rel='nofollow' (these attributes are used by Wordpress and Blogger comments so that ppl don't artificially get higher ranking just by making lots of comments at other ppl's blogs)
Some sites that 'sell' text links also state that they will give a text link BUT with rel='nofollow' attribute. Probably because they're concerned that the outgoing links to sponsors/ads/affiliates might be punished by Google... as links(votes) should be given to sites that you think are useful.
Basically, if you use the
nofollow attribute in a link, it means you're not actually 'voting' the linked site.
