How about bergilir-gilir just like the now abandoned "penggiliran Ketua Menteri Sabah" system. Penang, then KL, then Penang, then KL. maybe in the future you can make once a month eg. January - Perlis, February - Kedah, March - Pulau Pinang, April - Perak, Mei - SelangorKLPutrajaya, Jun - Negeri Sembilan, July - Melaka, and so on
