It depends...are they planing to do online shop for local customer....ecommerce? If you do ecommerce (selling online with shopping cart). Then you can consider affiliate...there are a lot of shopping cart that are paid have this feature included.
Other method is like posting on classifieds, directory and forums.
Paid method is like adwords, local online advertising (nuffnang & advertlets), or contact blog owner for direct advertisements sale. Offline advertisements like newspaper / classifieds posting is still pretty cheap.
Bigger scale you should know already, billboards, TV and radio.
