It is hard to define the "BEST" since everyone is different. Generally, there are few blog scripts that you can try out:WordPress, MovableType, b2evolution, TextPattern...

for the easiest tool, u can probably just use blogger. but then again it's not a blog "software" per se, more like a web service. that is, if u don't mind having a url like [yoursite].blogspot.com (of if u don't have a webhost yet). but if u already have one, u can still use blogger - it lets you upload/post your blogs into your webhost via ftp.
personally i just use blogger.com, its hassle free and no need to install/setup anything... and then have it's atom feeds "imported" onto my own website.

I think every blog script is easy to use. Blogging itself is designed to be easy to use, even no html knowledge.

I am using wordpress, and the reson is because a lot people are using, if I found any problem, many people can give me advice and support
