Internet Corporation for Names and Numbers (ICANN) is an not-for-profit international body (officially, a California-based corporation though) that's been assigned by US Dept of Commerce beginning late 1998 to oversee the naming regulation and control over top-level domain names, both gTLD (global) and ccTLD (country-centric). The move had created registrar-registry system for commercial gTLD (com/net/org/biz/info/name/mobi) in 1999 by which Verisign (which had earlier acquired Network Solutions Inc, the former ICANN-assigned registrar & registry, but later sold its domain registrar subsidiary to a private company) is the the current sole registry, and 100+ companies become ICANN-accredited including at least two from Malaysia.

The clear benefits of this move: Domain name prices immediately drop from US$35/year with 2-yr minimum initial registration requirement down to as low as $6/year the very same year. Today, some registrars offer domain name registration from under $1 during a certain promotional period, or bundle it along with their web hosting packages. Depending on registrars, some of the domain-related features like DNS management are domain/email forwarding are not included in the registration enabling the names to be sold at lower price.

Some of the earliest registrars, Network Solutions and Register.com (formerly two of the BILLION-DOLLAR public companies that today controls much less than 5% of the domain registration market each) still retails .com etc names at around $30, many times more than average registrars (at $10 or less per name).

Jon Postel before his unexpected death in 1998 was credited as the founder of ICANN. The famous father of the Internet, Vint Cerf had served as ICANN Chairman for many years until his recent resignation earlier this month.

ICANN guys held its meeting in KL back in 2004, but as one of the few participants from Malaysia, I must say how I observed the big guys including related government agencies and GLCs (including MYNIC and JARING!!) and academia in Malaysia being missing out, completely lacking any significant representation from home nation (HOW SHAMEFUL!). No wonder all these years you don't hear much about web and domain from these telcos like TM etc, and JARING's MyNIC is the loner and small entity that quitely runs .my promotional and registration activities.

For each gTLD domain registration, ICANN-accredited registrars have to pay a minimal cost for each domain registered to Verisign depending on the TLD (different for com, net, org etc from highest at ~$6.42 (an increase on 15oct07 from $6) down to under $4 per name) plus a certain processing fees - that 25-cent to ICANN.

At current rate, some of the biggest domain registrars are required to pay up to tens of million dollars each to Verisign and several million dollars each to ICANN, every year in addition to their annual fees to ICANN (averaging US$20K or more by now). At current costs, not every domain sellers should be a registrar, unless if you'll be selling 20,000+ names just to recuperate your ICANN-related fees (at about $1 profit per registration).

The simple thing: if it's not ICANN-accredited, it's just a reseller, not a registrar for any or all of ICANN-managed TLDs - Some registrars are only accredited for one or more TLDs, not all. However, there are no critical differences when buying from resellers or registrars as all would use the accredited registrars anyway.

Refer the full agreement of ICANN-Verisign deal here:
ICANN | .com Registry Agreement

Now I wonder if the anti-competition registrar-registry system would ever be introduced by JARING.... (even our neighbor Singapore has 6+ registrars for .sg). Otherwise, our .my names will forever stay TOO EXPENSIVE at RM60+ per name up to RM120 for .my TLD (or less for NAME.MY) compared to other TLDs that sell as low as under RM10/year per name.
