I think what you're looking for is an escrowing service.

Do a search on escrow.

perhaps, you're referring to domain aftermarkets like afternic (now under different ownership after RCOM gotten rid of it in a money-losing deal), sedo (.de company with growing international presence) and Verisign's greatdomains. The former two are open markets, and the latter, is now a private auction after its not so decent result thru an open market.

btw, all three domain aftermarket companies mentioned (the three biggest ones today, followed by canada-based pool and florida-based moniker/domainsystems) also offer escrow service included in their minimal fees of $75/$50 respectively or 10% maximum of transaction amount.

any1 wanna JV and establish an aftermarket for *.my ? ;-) ... if only mynic offer just .my instead of .com/net/org/name/etc.my -- tons of money from foreigners to bring to Malaysia!! (ie. how .ws, .cc and .tv are doing for its respective countries).
