this is a minor idea that might improve a bit on the low posting rate here. It might work or not... i don't really know but better give it a try...

here it goes... if the admin can turnoff the latest post section on the index page it could be better. The reason is, most of the time, i just go into the latest active thread stated on the index page with the status date today or yesterday.
Those sub forum which don't have any latest posting, i just skip entering at all. Most of the time, i just missed out some quality thread inside a sub forum.
maybe this preventing other to enter the subforum and post thereafter.

well this is just me and one of my bad idea....

I normally use the Quick Links button and select the Today's Posts option.

I don't think low posting rates are to do with forum options. It is to do with our own attitudes.

I use the New Posts link after logging in. It works okay (I think). One thing that would help is to remove some of the inactive subforums and group them together. If traffic on a topic builds up too much in the new forum, then it can be split again.
