the actual 'man time' depends on the complexity of the cms, and whether you are building from scratch or on top of ready made ones like drupal, xoops, etc. of course, also on your expertise of the programming involve and the time you can spent a day, then you have your timeline.

If you want to build something like a newspaper site... it's not really worth building from scratch, so use one of those powerful free scripts like Drupal and Joomla. You can customize it to look like anything you want.
