I heard that Yahoo Publisher Network is now available to those outside the states. Is that true?

Where did you get that news from?

Yahoo! Publisher Network shows nothing about it

Well, it would be great if they start accepting non-US publishers.

Wait a minute, check out their application page, still the same words:

Participants of the program must have a valid U.S. Social Security or Tax ID number, and web site content that is predominantly in English and targeted at a U.S. user base.
