as u said that u are a business man right? so i guess the reason for u to have a website is mostly to build up a website for ur business. first and foremost u need to know what u need to have in ur website, is it a static page? a frequent update page?
there are actually a lot of opensource tools which u can use to build up ur website if ur site is not complicated, wordpress, joomla, drupal etc are some of the popular and easy manage, also the u have a wide choices of different theme/layout for those. if u are goin for a complicated site which u wish to build ur own, of course u can learn urself, books, internet source and best of all, the wonderful and helpful members here will be glad to help u when u facing any problem on any understanding

Hi there. Welcome aboard. If you are businessman, why not hire a webmaster for your company (to design your website, etc)? or you can get ready-made template. Dreamweaver is a good for new comer to the website design.
