to start a forum, i may suggest you get more moderator/person who able to contribute... start discussion among your self, make the forum more and more topic... soon will not be so empty

You can contact onlineborneo.com to collaborate on how to increase traffic/member for both sites..

Try join the same/almost similar forum like sabahforum.com... I go there sometime...

You can also submit your own forum with your own content, but then better like calvynlee said... Get moderator
