Heard that Singapore can withdraw $ from Paypal. Is it true?

If true, any idea - how can Malaysians create a bank account in Singapore, but withdraw $ in Malaysia from the bank account in Singapore?

1. Goto singapore personally and open a bank acc there.
2. Then open an paypal account with the country specified as singapore and with a singapore address.
3. enter your sg bank account in paypal and get it verified...

to withdraw... either by ATM/Credit card issued by the bank that you open with... check with the bank for further info...

Hi,
I think paypal will also send a letter with activation code for your account. So you need to have someone in singapore to collect the letter for you and tell you the code.
