yes you got it right, you're not allowed to make it open a new window with a normal click. however your visitors can always use the browser's feature to open the ad in a new window, for example, right click and choose new window in the context menu, or click on the scroll wheel to open a new window in firefox/netscape/ie7, or if they are using opera, it opens google ad in a new window by default.

i don't think it's unreasonable though, google needs to protect their advertisors' benefits as much as they can, by opening the targetted page on current window increase the chance for the audience to concentrate on reading the targetted page.

Unreasonable? I think it's very reasonable. You have to read the terms and agree with them before you join. You are not allowed to edit the code in anyway. If you don't agree with that, then you don't have to join the program.
