What is IBP? Make the site be a top 10 in Google and Yahoo search engine, is it truth?

Perhaps you mean IBL? IBL = in bound links, the number of good links from other sites to your site.

I read some article, they say <meta> in the <head></head> also very important.

yes, PR means page rank
you can check a website/webpage PR by installing a google toolbar or you can manually check it at PR checking site such as Google Page Rank Checker - FREE PageRank Calculator PR is updated once in every few months (every 3 months I think) In order to get higher PR, you need more backlink from other site
