Depending on keyword, I don't think anyone can guarantee you a result. Well, I do provide SEO services but certainly you cannot expect keywords to fight with million others who already with PR 8 or above. SEO Consultancy services for programmers are more important. Tips and tricks on how to have better chances to rank better, is more important.

And also depend on the 'nature of the site'.

For example, If the site has "black list" history on Google, it will be extremely hard to gain favor from them again. Even if it is possible to reincluse the site into Google index again, it is hard to rank high enough.

'Age' of the site also plays an important factor.

I still don't think there is any viable market (of company willing to spend RM3000-RM5000 onwards, every month) in Malaysia for SEO. Is there?
