What is the best graphic viewer in your heart to view the pictures before putting them in your websites?
Irfanview (Freeware)? ACDSee (Commercial)?

I vote for XnView.
It can do very nice crop on the pictures and also file format conversion.
It has Windows, Linux and FreeBSD versions.

Yala. For the sake of viewing photos.. just use Windows Picture Viewer. It's good enough. Simple. Jimat hardisk space. Somemore can rotate pic clockwise / anticlock.

ACDSee, Picasa, and scanner software

I still like ACDSee. It has a lot of functions that you can dig into.

I heard Picasa is good, and has an offline and online version that can be integrated.

For free and legitimate software, do not forget to check again the software packages in the CDs that come with your scanner, mobile phone, etc.

may I asking..
Why do you need 'addtional' image viewer?
instead of already build in windows XP itself?

for a person like me.. i really dislike to install many software.. and please bear in mind.. some (if not many) of this kind of software was running 'something under-background' that was stolen memory a bits.

For me.. it's already enough with windows image viewer with thumbnail view (when i need it) and.. as using photoshop.. there's already good one Browse window..
