The banner script on the forum, right bottom (malaysia 50 anniversary)

does we able to found this script? does it need a server to handle this?

Another example is the youth08 banner

anyone know how to do this?

Floating ad,javascript floating ad,floating ad on web page,webmaster resources,webmaster tools,webmaster tips,webmaster tutorials

Floating message javascript. Always on top.
