i just saw some post where mention xoops is web portal not cms..
can anyone tell me more detail in what is web portal , what is cms ?

I think you can explain it in this way :

A website that utilise a CMS is a web portal

Not exactly correct but i think is more or less there. Coz CMS is content management system, it is the script/system itself, where a web portal is the website itself.

cos i saw some one in the forum keep mention xoops is not a cms..
but at xoops forum always see member mention xoops is a cms.. so i m quite confuse..
