maybe the site should be interactive to be friendly...
the webmaster should consider to put like shoutbox or online forum / e-group or voting system... things like that so that people who come could participate and share their opinions / knowledge / experience among other viewers...

what is the friendiest ?? but we also need consider whether ur website is for corporate use or not...if it is for formal usage then shoutbox is not suitable to use...\
voting system in quiz mayb can help...

bery bright color with very huge buttons...
clear cut.. just a few sites to navigate and interact with to get to the point.
